The 39-star flag is a historical oddity: in 1889, the Dakota Territory was being considered for Statehood, and manufacturers began churning out flags of 39 stars in anticipation of the new State. However, July 4th (the date on which we change our flag) came and went without the addition of Dakota among the United States of America. Finally, on November 2, the Territory was split and North and South Dakota were admitted as TWO States, increasing the Union from 38 to 40 States. The 39-star flag was therefor skipped over and would never become official.
