I've been thinking about a friend, who is having a terrible problem regarding her cats. They have always been free to roam, but recent city ordinances (Calgary, Alberta) make it illegal for cats to be on the property of anyone except the cat's owner. My friend's next-door neighbor is getting traps from the SPCA and baiting them with tuna, so my friend has to go to the animal shelter to bail them out...which is an expense she can't afford. So now the cats are being kept indoors, they don't understand---the oldest of them is 16---and they complain constantly.
