The reason why so many dogs are taken to the shelter is because people buy or adopt them on impulse and when that cute puppy wets or messes on the floor, or bites because one of their darling angels pulled his tail or ears too hard, they decide to just dump him and get a new one. The sad thing is, many people expect their pets to act just like humans, instead of animals. Breeders should have to get a license, and possibly just allow breeding when someone places an order.
There are some cases in which breeding is necessary, for instance, in breeding service animals, because they have to make sure these puppies are mentally stable and disease-free, and have not been abused or neglected. They also have to know the age of these puppies and begin training them as soon as possible to ensure that they become the best service animals possible.
Police and guard dogs also need to be specially bred for loyalty, strength, and endurance. K-9 dogs, for example, can only be purebred german shepherds. Other reasons for breeding include shepherd dogs for keeping sheep and goats safe, and again, they are bred specifically for that purpose. The reason why there are so many puppies in the pound is their original owners didn't care enough or know about the responsibility involved in caring for a pet. My mother has bred her dog before(it's now spayed) and sold the puppies to people who needed them for shepherding. They performed well, keeping them safe from coyotes and other predators.
To cut down on the pets that are kept in shelters, people need to think before they buy, and realize what they are getting into, and how long this pet will live. If they know they will still love that pet after it's out of the cute stage, then they are responsible enough to have one. If not, they could just get nintendogs or a tamagotchi, instead of a living, breathing creature.
I hope I didn't offend you(my views sometimes raise a lot of hackles because they are unpopular and often just 'different) but I had to say this. Puppy mills are horrible, and I hope someday people will use some common sense before breeding for some brat who wants a cute puppy she saw in a popular movie.
