These characters mean Otaku in Japanese Hiragana (phonetic) characters.

Otaku is a relatively new word, emerged in 1980s, and it is used to refer to people with obsessive interests, particularly anime and manga. It is written in either Hiragana or Katakana (both phonetic) characters, not in Kanji.
