As the story goes, a choirmaster in Cologne, Germany asked a local candymaker to create some sticks of candy for children, to keep the kids quiet during the Christmas Eve service at the church. To justify the giving of candy in church, the choirmaster asked the candy maker to put a hook on the end of each stick to resemble the crook or staff of a shepherd, thus relate to the nativity scene.
