Cake reigns king or queen as it pertains to birthdays, but let’s face it – we all scream for ice cream! And it seems the universe is hearing our cries because the surge of ice cream themed birthdays are on the rise. We’re certainly not mad about it. Ice cream is sweet, delicious, and you can walk around while you eat it!
Inspired by this trend, we’re sharing this quick how-to. With a few supplies and your love for this frozen dessert, you can create an ice cream hat that will make your heart melt.
Here’s what you’ll need:
- Ice Cream Cone Party Hat
- Cotton Balls
- Colorful Construction Paper
- Craft Glue
- Glue Stick
- Scissors

Here’s how you do it:

Start by gluing cotton balls to the base of a cone hat using craft glue. You will need roughly 12 balls per hat to cover the border.

Next, cut small, rectangle “sprinkles” out of craft paper. These can also be used as compostable confetti!

Lastly, add the construction paper confetti to the cotton balls using a glue stick. Once you’ve decorated each cotton ball, you’ve completed your ice cream cone!
These hats are adorable and so easy to put together. They can be made in preparation for a party or can serve as a craft activity for kids 3+.
