If it is ethical, why does it need to be secret. As soon as someone starts hiding things from public view, from public disclosure, when their position is protecting the United States Constitution, and its people - you know that person knows they are wrong. Actions and choices should go to ensuring standing up for, and supporting ethics. Call out and disown deceit. Ethics is doing the right thing, because it is the right thing. If one behaves only because of risk of punishment, that is not ethics, that is obedience. Ethics is honesty, openness. The ethical person is fair. The ethical person can make an unpopular choice but it is made not out of bias, revenge, or hostility but because when all things are weighed the balance tilts that way. Deceit weakens our society. It creates hostility and uncertainty. Make an oath, keep the oath. Make a promise, keep the promise. Do not wish bad things on people, even bad people. These values make a viable society.
