This is Ogata Gekko's Japanese color print called: Ryu sho ten or Ryu shoten (Dragon rising to the heavens) aka Gekko Zuihitsu (Gekko's Sketch). It depicts a fearsome dragon flying towards the snow capped peak of Mount Fuji in Japan. The dragon is a famous mythical creature in Japanese folklore. The artist signed his name in Kanji characters (Japanese writing).
