The character reads as/hoku-to. The meaning of this kanji is "septentrion/the Wain/the North Star". These are letters of the comics "Hokuto-no-ken/Fist of the North Star" characters Hand written by a shodoka (Japanese calligraphy master) This design was drawn with brushes and a special paper for calligraphy, And it might have resulted in some gradations of tones and blurs.
