Because of the excessive information that a user is bombarded with, and the resulting "banner-blindness" caused by the overwhelmed eye-balls of the user. The latest fad is to use something that is naturally eye catchy, pretty much unrelated and use that to allow users to filter themselves if it is something that they might want or not. The system is not perfect by any means, but it does appear to convert better than the old method of trying to convince users to click using a convincing tone.
