Originally they used it to time trains, but eventually everyone had one. Well the people that could afford one anyway. They were mechanical devices, filled with precise gears and screws, and it needed an expert to repair it. There were expert watch and clock repair people, but jewelers also fixed them. They were used to working with small parts, looking through a loupe. On the plus side, watches don't take up a lot of space, it was probably good income for the jeweler.
